Directions to remove the update security alerts icon:
1) Click on the Start -> Control Panel - > Administrative Tools -> Services,
2) Right click Security Center in the list and select Properties,
3) Click the Stop button and select Disabled in the drop down menu

Directions to disable all balloon tip pop ups:
1) Run regedit by clicking Start -> Run, type regedit and click OK,
2) Find the entry HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced,
3) Modify or create DWORD value EnableBalloonTips and set it to 0
