Question about 'What to do about error messages during Windows startup'

I can only access explorer by going into my documents or my computer and dropping
down the address bar and then click on explorer icon. it will not open up on my desktop.
then I get all these error messages and all of them are exe applications or files
telling me that an error log will be recorded. How can I restore my internet explorer
and get rid of these error messages?>
