CD-ROM Keeps being detected after reboot, but it's already installed!

I'm trying to fix an issue with a Windows 2000 sp4 PC with a standard CD-ROM drive.
It should be simple, but it's driving me mad!
The original problem was that the drive had vanished and was not detected. After
much messing around I found a solution on MS knowledge base. It basically involved
reinstalling media player 7 and removing some registry lines. The solution actually
applied to removing ez cd creator and having the problem, but it worked for me also.
So after restarting the PC, the CD-ROM is there, working, and everything looks good.
But every time you restart and login the CD-ROM is detected again and the found new
hardware wizard pops up, even though it's there and working!! The event viewer mentions
a file like cdr32.sys or similar not being loaded. I've tied deleting this file and
any registry entries for it.
At this point I've tried everything I know. Disabling the new hardware when it asks
for drivers (it's never seen in device manager btw) deleting all the files relating
to it -redbook and some others. I know that Windows is messed up, now looking for
files that don't exist and as a result going through the new hardware procedure every
time.
Is there any way I can resolve this? Perhaps disabling the add new hardware wizard,
stopping it from functioning perhaps? Anything, I'm desperate, help!! Thanks.
