can't remove fontwave.dll

i've been having problems with pop ups and all kinda of stuff on my computer. I've 
ran all kinds of programs but they either won't detect it or they won't fix the problem. 
I've pin pointed fontwave.dll as the problem. My only problem is that I can't get 
rid of it!
I've tried deleting it in safe mode.... couldnt delete it, says its being used by 
windows.
I've tried using the secure shredder in spybot search and destoy didnt work
I tried using command prompt while in safe mode. didnt work either
I tried using the startup delete thing with hijack this.. that didn't work.
I also tried using regsvr32 and it says that it fixed it but when it's not helping 
either...

someone please help! does anyone know of any other ways to get rid of a pesky .dlll???????
