What's the brand name of Laptop you are working on ?
Some can only have one or the other at the same time.
Or to say you can only boot from the ROM or the floppy drive because it only has 
one slot for the drive.
If this is the case put the ROM  drive in and reboot then go into the BIOS and make 
sure the BIOS is set for the rom as the 1st boot device.
F2 or DEL. key should get you into the setup boot.
set it for, Boot order CDROM;C:
Once you have it set put the win2k cd in the rom and then Save and EXIT the BIOS 
setup once you it saved it will reboot and should load up the win2k cd.
