Some suggestions for debugging: make copy of the boot.ini (on a diskette for example), 
then remove the entry for win98. Will it boot into win2k without problems? If not, 
use the win2k cd and perform a repair of the booting process (this in case any of 
the boot file have problems).
In most cases, at this point the boot into win2k will work ok. Then you can add back 
the second os to boot.ini
