Well you have a can or worms.
1st. are you sure the 2nd HD will not spin up.?
That's the 1st worm I would check out.
Take the HD to a PC that's up and running and slave it.
It's hard to nail the new HD's now days.
You can download many software programs to recover the data from the 2nd HD.
Download this cd it's free and it will check out the HD if you can get it to spin
up as a slave.

The win2k cd will repair the 1st HD if you use it right.
Boot with it and when you see the windows setup menu hit the enter key.it will ask
you if you want to try and repair the OS you now have Select YES.
It will rework the reg file and put down new OS files so it can boot.
