This is a hard one to pin down.
The error call 00000400 is only part of what you need to run it down. (not the ram 
address just the error numbers)
It should have 3 or 4 sets of error numbers.
Try this, go into Control Panel/Admin.Tools/Event item and try find all the numbers 
you need.
But as you know a I/O error is a bad block or a bad HD.
If the BIOS sees the HD in place and the OS can't read it.
You can download software that can reovery the data files if the HD spins up to speed.
Or send it out to have the data recovered but it's not cheap so it looks like the 
best way to go is replace the HD and just live with it.
