Because you can get in via. safemode it's telling you that you have a hardware item 
or software item taking away the IRQ from the video card.
When win2k loads up into safemode the standard VGA driver is used and drops all other 
drivers for other software or hardware.
Remove any New hardware or software you have installed and then try it.
It sounds like a software error.
