Okay it turns out the OEM AMR soft modem was replaced (well it must have been) anyway 
by looking at the chip it is a HAMR5302 so after googling it i got the driver and 
now it works!! hurrah!!

So the moral is to check the chip not the packard bell oem drivers!! p.s is it worth 
selling a Office 2000 standard Genuine disk? it came with it!
