Two ways that I know about.
Fast and Easy way ↓
1. Download Magic Tweak and use the item called Legal Notice,under AutoLogon group 
items (it can be anything you want in a text format) it will popup at Logon and the 
user(s) must hit the OK button b/4 they can go on.

OR

2. Run gpedit.msc and look for the item called Legal Notice, it's there but it's 
bit harder to find.
When you find it right click on it and type in what you want.
