The ISO file is just data most cd burning programs will let you make a boot cd and
add the ISO to it.
Most will ask you for a boot disk from the A: drive to get the boot files.
You can download a win98se OEM boot disk from bootdisk.com if you don't have one
on hand.
You can use DeepBurner (free) for one of the software programs to make a boot cd
and add the ISO to it.
