Computer must be manually shut down

Hello

I am running Windows 2000. When I shut down, everything shuts down fine except instead of turning the cpu off, I get a screen that says "It is now safe to turn off your computer", then I manually hold the power button for several seconds. Is there a way around that? How can I get it to shut down on it's own like a normal computer?
