Either the driver doesn't support it or Windows is using "fall back" to slower speeds
when it tries to set to fastest speeds but senses errors (faster speeds can require
shorter cables). Check your Event Viewer for any error messages pertianing to errors
on the IDE channels/controller. When ATA 100 is working correctly, there is very
little speed difference between the two (and only on long sustained transfers anyway)
and is why it has been all but dropped by many newer hard drive manufacturers.
