avg free not handling download.tibs even after scanning with ewido in safe mode

Guys, 1. download from net stops abruptly showing message 'download complete` after downloading about half of the files. files then shows as corrupt with message 'please reinstall`. 2. avg free has detected a virus 'download.tibs`and has moved it into the chest, but, after restart it is again there and it seems not repairable. followed your suggestion and tried to disable 'system restore`..boot on safe mode.. scanned with ewido..ran avg again without any result. 3. besides right clicking my computer/properties..there is no troubleshooting or system restore tab. how am i supposed to disable it if i cannot find it. 4. previusly downloaded msconfig.exe from XP page and is set to start in selective mode with only the ones needed for safe mode togheher with sound and scanner and printers as booting in normal mode with all devices seems too many to handle and the system almost freezes. has this got anything to do with not finding 'system restore` or 'downloader.tibs`? looking forward for your guidance. Please....
