Check the Event Viewer for hardware error messsages/failures pertaining to the drive. 
 CD/DVD Drives start acting like this when they are failing.  It (Windows) will lock 
up or cause a non responsive condition while it is trying to access/communicate with 
the drive..  If it were a Win 9X system, it would be crashing with a possible BSOD..
