This environment is the most unsecure type of  security that you could have.  You 
need a professional experienced in setting up a secure network and data control, 
as well as making recommendations on what you need, or need to change.  It's outside 
of the scope of this forum to help in this instance but briefly, you have no way 
to track user activity on your current system from a central point.  You need a managed 
server version of Windows on a totally different type of network and client setup. 
 If you have a managed network or, have all Win2K machines, you can possibly lock 
down all workstations so that users don't have admin rights and can not delete files 
for instance.  You can institute logging on all W2K machines with PW (password) log 
in and tracking.  Bottom line, there is more that needs to be done than we can help 
with here, or what this forum is designed for..  Your best starting option is to 
get a training manual, for W2K on setting it up for a more secure and managed environment.. 
 It's not easy or a simple process depending on your experience level and the hardware/software 
involved.
