This sounds like a modem/modem driver issue, that your Win98 computer has a better
modem (or a better functioning modem driver) than the Win2K computer.
I have 8 Mbps cable, but I've kept my dial-up account as a backup (to use if the
cable was out, or if I was in a hotel that didn't have Wi-Fi/Ethernet).
My desktops have Innocom IT-MI201 Internal PCI Intel Chipset hardware controller
modems (http://www.innocomtech.com/modem.htm)
These get a rate of 48-49 Kbps here at my house, but I did get 53 Kbps at a hotel
once.
A hardware controller modem is a bit harder to find, but well worth your effort!
I knew a couple who were getting a 24 Kbps average connection speed with their HP's
stock "Winmodem", installing a hardware modem (the same model I use) got them up
to 41-42 Kbps average (with no other changes)!
Hardware controller modems almost always connect faster, in my experience. They are
also better for computer performance, because Windows does not have to act as the
'software controller' as it does in a 'WinModem' (modem without a hardware controller
built in).
If your Win98 computer is old enough to have an ISA modem, the odds are that such
modem would be a hardware controller modem.
All external modems are hardware controller modems.
Hardware modems cost more than 'WinModems', but some are cheaper than one month of
DSL (look around!).
