Fully functional DOS TSR environment

I have heard that ther is a way to set various options to get my command environment 
to looke and work like DOS in that it will start and keep funcional TSRs in OSs W2K 
and later.

I am currently having to hold onto W98SE because it still does DOS.  I have written 
my own TSR and application based novel writing environmen in DOS and do not want 
to change mostly because the recoding for windows is more than I wan to take on and 
still stay busy writing.

Help please
