Copying "software" from \system32\config\

I am copying files from C:\WINNT\system32\config.
I should also say that I am doing it from the normal mode not the safe mode because 
this is a machine at work and we can't get in the safe mode.
Had no problems copying system, sam, default and security files but can't copy the 
"software" file.
Getting message: "Can not copy software: there has been a sharing violation. The 
source or destination file may be in use."

Then I run Emco UnLockIt utility to unlock the "software" file but got the answer 
that the file is not locked.

How can I make that file available for copying from the normal mode?
