"standard" icon on ALL icons, on top

Hi, My problem is that on top of ALL icons that are "somehow" executable (shortcuts also) a second icon is displayed (you can see actually the "original" icon beneath the new icon, so it IS on top). The icon, that is on top of all the other icons, looks like the icon of "Set Program Access and Default". Anyone knows how to fix this?
