Problems Formatting Hard Drive

Yesturday I formatted my hard drive on my computer because I wanted to reinstall the OS. I then decided to created an extended partition so I went into FDisk and deleted the old partition and created a new Primary and Extended partition. I then rebooted the computer using my boot disk and went to format the new partitions but the partitions are not being formatted or its formatting the drive very slow. The progress % kept sitting at 0. I thought about letting it go for a few hours but that only got the drive 6% formatted. Any ideas on what I can try?
