Check with Sysinternals for their rootkit remover. It has to create a randomly named
program that can get below the Win2K interface to remove problems.
You can also tap the F8 key repeatedly as you boot up and it will give you a menu
that allows you to start in Safe Mode at the command level.
There is also a repair mode: you just reboot from the product disc. I had to do that
twice in the last couple days. (I'm having different problems.) I put all the files
to their originals which also means I removed the updates. I just downloaded a 31
MB file of the standard updates which was much faster than connecting to Microsoft.

That may ease the problem of a partial or complete reinstallation. Which, as Steve
suggests, is a likely option.
On the other hand I was just coming on to the forum to post a warning that the new
version of AVG goes to the opposite extreme. When it detects an essential system
file it thinks is infected it just deletes it. When I tried to reboot, I got the
BSOD.
