A search of the MS site for that code turns this up: 

ERROR_DIRECTORY 0x8007010B The directory name is not valid.  

I would say that in general whenever a power failure occurs during any software installation 
that the installation is suspect and toast. Who knows what file errors/corruption 
happened when the lights went out? I suggest that starting over will be faster than 
trying to recover from probably unrecoverable errors.
