Enabling Remote Desktop

I am having problems using Remote Desktop Connection to connect from a Mac OS X Machine to a Windows 2000 Pro machine. I have run netstat on the Win machine and it is not even listening to the RDC port 3389. But both the Remote Connections Services and Telephony Services are Started. Is there a place in 2000 where you actually turn on remote connections, like in XP? Thanks
