ERD/ Recovery Console / Command Console

I was able to boot by first Safe Booting then rebootin to Normal mode.
I realized that I needed to make an Emergency Recovery Disk - ERD.
Microsoft describes the process, but hints that there is an alternate method based
on the Recovery Console.

So far, I have been unable to run Winnt32.exe or Winnt.exe. I have been unable to
create the subdirectory using Winnt32.exe /cmdcons .
I tried from Run>Command>Cmd window.
What else should I try?
