active desktopand internet explorer problems

Help please. whenever i double-click an icon, the desktop turns off and windows tells
me theres an unexpected error and asks me to restore my active desktop, but it doesn't
work.
Also my internet explorer doesn't work. It to has found an error and i have to send
an error report. Thanks for the help
