Question about 'Now that I've moved my taskbar to the top of my screen, I keep losing the titlebars of my applications underneath it!'

My taskbar jumped to the left side and then to the right. It is NOT working properly
and driving me nuts. I have read the Windows 2000 book with no success. I have set
things to the default settings and still nothing. The Screen saver has disappeared
also.
I really need help. Thank you.
