Question about 'Stop Pop-Up Spam Messages'

What does this mean:
"1. Open the Services window (services.msc)."
Is this something in Windows XP???
Running Windows 2000, there is no such thing. Yes, Services.msc, may BE "in there",
too, but where and how does one open it? The answer is said to be good for 2000,
XP, 2003.
Even if there is such a thing IN XP(On the desktop?), where is it and how is it opened(Bet
it's not on the desktop.)?
Very few worse things than answers that confuse the issue right at the start. If
most folks knew what Services.msc was and how to open it in the first place, they'd
probably have learned long ago that this was where one went to stop this type of
pop-ups...
Post the answers "step by step", at least these very important, very basic ones -
give the novice computerist some genuine, complete, guidance - "fixing one" all by
themselves may give them confidence to try more..? The answer used to be step by
step for this very question - completely self-explanatory(I know as I used the answer
some years ago, right here, when I had no clue, either.). Lest we not forget, everyday
someone has the same questions, with none of the answers.
