Network really slow after re-install

I just reinstalled W2K on one of my PC's; just to tidy things up and generally start afresh. Now the network is really slow - downloading a small file (50K) takes minutes and big files time out. Access to my other PC over the network is almost impossible, minutes just to open a folder. The PC was fine before and as I was a bit dubious about W2K picking up the onboard net adapter properly, I installed a 3COM PCI adapter and repeated the entire install process; from format hard disk onwards - so I don't think it is hardware. Just the same! I have done a few W2K installs before and apart from sometimes having to uninstall/reinstall the network adapter, have never seen any problems. So far, I have just W2K, no service packs as I can't download them. I am at a loss to know where to look - any suggestions?
