Unable to open photo CD's burned on XP with Windows 2000 reader

I am unable to read photo CD's created with Windows XP on my Windows 2000 CD-Rom drive. My drive does not recognize that a CD has been loaded. Is there a download or patch available to fix this, must I redefine my 2000 installation instructions, or do I need to upgrade to Windows XP?
