ping bug?

I am experiencing an issue while pinging hosts on my network (Win2k3 w/active directory). Some hosts require a leading zero on the last octet (class C) while other do not. In fact, if I do not use the leading zero on some hosts, they fail the ping. If I use a leading zero for all hosts, some treat the last octect as if it were octal instead of decimal. I have seen some sights on the Internet mention this, but no one says how to fix it. I would settle for all hosts either using the leading zero or not. Any thoughts?
