After reading your post I tried what you said. Every time the CMOS recognizes the drive just fine. I can't open any CD-ROM's in Windows. Just for kicks I tried connecting everything the way it was when I got the computer, namely, CD-ROM drive as master and hard drive as slave on the same cable. Same results. I also tried some other things. I tried booting from a Win98 Emergency Boot Disk. MSCDEX found my CD drive and assigned it drive letter D:. I was able to change over to D: but when I tried a DIR, I got an error. I think it was "Fail on INT 14" unless it was INT 21; it was definitely one of those. Also I tried disconnecting the hard drive completely to see if the computer could boot from the CD drive. I took out the boot floppy and put a bootable CD (the WinXP install CD in this case) in the CD drive. The computer couldn't boot from it at all. It looks like my problem is deeper than Windows, but higher than BIOS/CMOS or at the same level as BIOS. I also noticed that my CMOS menu seems to take a long time to come up, like a minute or more. Any more ideas?
