Question about 'Windows says it's "Dangerously Low on System Resources"'

the thing is under windows i have 2 FOLDERS CurrentVersion and a folder called ShellNoRoam
underneath that is a folder called MUICache. there are no bags.
under the MUICache there are several of the following files with lots of #'s behind
each: @browselc.dll,@inetcplc.dll,@mscorier.dll,@shdoclc.dll,@vmhelper.dll.LangID,
there are several of each and all have a bunch of #'s behind each of them. there
is only 1 LangID and no numbers behind it.
