I read from some forum that you can use MSConfig in Windows 2000 by using the Windows 
XP version files. 

Copy the following files to a directory and run the application: 

%SystemRoot%\pchealth\helpctr\binaries\msconfig.exe
%SystemRoot%\help\msconfig.chm

eg: 
c:\windows\pchealth\helpctr\binaries\msconfig.exe
c:\windows\help\msconfig.chm
