File size limitations

An article in a weekend newspaper refers to a filename limit of 256 characters including location explaining why mass backup transfers to extenal HDD can halt. Sound like a massive name? Is this true of W2k and why could the files be handled on the PC HDD, but not tranferred? Is there a solution to this, apart from file by file transfer?
