256 characters was the DOS limit so I doubt it is the same for NT systems (I'm thinking 
it's 1024). This included the path -- C:\DOS\EMM386.EXE = 17 characters.
Most often the backup application will dictate the limit. Also, disc systems can 
split path/filenames whereas backup applications usually require one string.
