Task Mgr wont come up

on my 2k pc I just get the "processes running"..no menu on top just the dialog box.
Couple weeks ago lost desktop restored it..lost some data not much ran antivirus
etc clean ok.also searched on this site for same problem.I ran "taskmgr.exe" but
same results..thanks in advance..Robert
