Stop Message

My DELL crashed last week and I'm not able to get it up and running again because
of this stop message:
*** STOP: 0x0000007B (0x82070030, 0xC0000032, 0x00000000, 0x00000000) INACCESIBLE_BOOT_DEVICE
I'm unable to run CHKDSK /F like it's telling me to.
Is this a virus?
Windows appears to boot properly but then it hangs up when I get to the final (white)
boot screen (with the loading bar at the bottom), Windows hangs up and presents me
with the blue screen with this error message.
The Power supply, and motherboard have been replaced.
I've tried booting up in Safe-Mode and every configuration on the Safe-Mode screen--and
I still get the blue screen. Is there any way to access the hard-drive and fix
what's wrong with the boot-up?
