Sounds like a message generated in the monitor when it has VGA and DVI connections, 
not from Windows or the computer hardware.  You will need to go to the manufacturers 
website of the monitor and see how to disable onscreen messages if you don't have 
any documentation for the machine and monitor.  Possible defective monitor if you 
can't get rid of it, or if there are no other selection controls built-in to the 
monitor menu.  (controlled from the monitor, not from the computer)  Ask the previous 
owner if they had any problems.  Off topic for this forum,sorry..
