continuous message box from explorer

I am on Windows 2000 Prof. with Explorer Version 6.0. I keep getting a message box
that the website I requested is not available. This keeps popping up when I am NOT
even connected to the Internet. It keeps happening when I am working in Windows or
other Office products offline. How can I get rid of it ?
