Why is this important? The default order is suitable for general use. If you have an special need, you should consider using a program that will order things for you. For example, a list of videos can be arranged by a special program that puts them into categories, dates and other values of interest.
The point I want to make is the Operating system is just a basic way of keeping track of things on the hard drive. It is not a good method for a structure with a higher order of logic and abstraction.
Perhaps what you want is some kind of database manager, which can readily make lists of things you have placed in the computer. That is beyond the general scope f the windows OS.
