In W2K it is a necessary Windows file. If it were XP it would be asking from svchost.exe
which is a generic hosting process for other running services.
Not to say that it can't become infected which is a different story and it would
act differently, but you can't stop it and expect Windows to be fully functional
in this case.
Zonealarm isn't all that smart sometimes. I stopped using it some years ago due
to their slow response to bugs with some of my programs. They are just erroring
on the side of caution I suppose. In W2K I have never observed it allow services.exe
out of the box, even on a fresh clean system.
