PC will 'turn on' but will not boot; no video output

Hello,
I have a pentium II system that will power on. (I can see the power light is a bright
green.) However, once the power comes on the computer will not 1.) output video
and 2.) will not make any error 'beeps' to show that there are any errors with the
computer.
Any help or suggestions that you may have that would solve this issue would very
much be appreciated.
