If you don't have "show file extensions" turned on it may just appear as "IE6SETUP". Double-click on IE6SETUP, and that will start the installer, which will examine your system and install what it needs from the files archived in those "CAB" files. ("CAB" files are compressed files like "ZIP" files. You won't have to deal with them yourself -- the installer will take care of them.)
