Depends mostly on the age of the computer, or if the BIOS has a legacy setting for 
a USB KB to be used.  If there is no option to use a USB KB for POST startup to enter 
the BIOS, you have no choice but to have a PS2 KB available in case you need to get 
into the BIOS.  Some motherboards won't play well with a USB to PS2 adaptor either 
but some will.  So you could try one of those to see if it works.  I've seen newer 
computers that didn't have the legacy option for USB when they had PS2 KB ports but 
those have been few.

I would say, check your manual to see what options you have for a USB KB and whether 
your BIOS has a setting to support a USB KB in what is usually called a "legacy" 
mode.
