The link is to a page in Japanese script, scroll down 'til you see the download link (TaskbarMod 2k 1.4.3) which is a zipped file. I unziped it to c:\program files\TBmod2k and placed a shortcut to the executable in my Startup folder. The program menus are all in English. Enjoy!
