I ran across this after uninstalling a bunch of adware and other unnecessary components
from a relative's laptop. It had XP SP2 running at the time.
After reading various suggestions out there, I guessed I was a victim of corruption
of one of the important Windows files.
Since I'd planned on installing SP3 anyway, I downloaded the full version of the
service pack (300+MB worth), booted into safe mode, and installed from there. After
which the system booted up fine.
So this is an option for anyone not already at the latest service pack. The SP will
overwrite all of the Windows files with the new SP version, so you're killing two
birds with one stone.
