Can BOOT.INI load a DOS partition?

I was thinking of chreating a small DOS partition on my hard drive. Or maybe using a small secondary drive for an older version of DOS. There are some things I would like to try, but not on my Windows 2000 system!
So, the question is this. How do I tell the BOOT.INI to load the DOS partition as an option in the OS menu? I recall that with Windows 98 it was just
C:\WINDOWS
or something like that. Could that work also for DOS?
