The simplest and kludgiest way way would be to go to Internet Options > Connections > LAN Settings, and put in a Proxy of 127.0.0.1 (the local computer). This wil prevent all acess to the Internet, without disturbing your local network. However, it is of course easy to override if the other users have the privilege to do it... In that case it would be something to do at the modem, but I would not recommend that...
